Scientific publication has become a crucial aspect in the implementation of the Tri Dharma of Higher Education by every lecturer in Indonesia. The Faculty of Social and Political Sciences at the University of 17 August 1945 Banyuwangi is responding to this demand by cultivating a culture of research and academic writing. Lecturers bear a moral and academic responsibility to disseminate research findings based on empirical data. Government regulations mandate publication in nationally accredited and internationally reputable journals. This requirement not only enhances academic quality but also strengthens institutional positioning. Publication acts as a tool of academic transformation that drives the institution’s sustainable development.

Legal provisions requiring publication are clearly outlined in national regulations concerning the functional roles of lecturers. Article 5, paragraph 3 of the Minister of National Education Regulation No. 22 of 2011 and the Directorate General of Higher Education Regulation No. 1 of 2014 provide strategic policy direction. The Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform No. 17 of 2013 also emphasises the importance of publication in assessing academic performance. These regulations demonstrate the urgency of strengthening a scientific culture through journal media. Publication has become a key indicator of academic professionalism and credibility. Therefore, scientific publication is no longer a matter of choice, but an institutional obligation that must be fulfilled.

The Faculty of Social and Political Sciences at the University of 17 August 1945 Banyuwangi has devised concrete strategies to support lecturers in their publication efforts. The Faculty has initiated the establishment of a digital journal based on the Open Journal System as a platform for scientific dissemination. This e-journal will provide ease of access, time efficiency, and broader reader reach. The use of the OJS platform enables more professional and transparent journal management. This digital platform also serves as an essential tool to meet national accreditation standards. The journal will function as a space for the academic actualisation of lecturers within the framework of national policy.

The naming of the digital journal "KATARSIS" (Kader Tangguh Marhaenis Menulis) carries symbolic meaning that reflects intellectual spirit. The concept of catharsis, as articulated by Sigmund Freud, underscores the importance of expressing ideas and emotions through writing. This journal is expected to become a channel for critical thinking, research output, and scientific reflection by lecturers. The Faculty encourages the journal to obtain an e-ISSN promptly and to meet the requirements for national scientific accreditation. With the existence of this journal, the Faculty can improve both the quality and quantity of lecturer publications. This initiative reflects the institution's commitment to strengthening academic integrity and scientific productivity.
