1. Introduction

KTS (KATARSIS: Journal of Public Administration) of Universitas 17 Agustus 1945 Banyuwangi is an academic platform dedicated to presenting the latest scholarly contributions in the field of public administration. This journal emphasizes in-depth understanding, critical analysis, and high-quality research on various aspects of public administration. Its scope encompasses issues related to public policy, public organizational management, innovation in public services, governance, sustainability, community participation, cross-sector collaboration, and performance evaluation.

With a focus on the development of knowledge and practices in public administration, this journal plays a vital role as a forum for scholars, professors, practitioners, students, and observers of public administration issues to share ideas, research findings, and insights that enrich our understanding of the complex dynamics in managing the public sector. As part of Universitas 17 Agustus 1945 Banyuwangi, this journal reflects the institution's commitment to enhancing the quality of knowledge in the field of public administration while supporting the constructive exchange of ideas to foster advancements in both academic and practical realms.


2. How to Write the Title, the Name, and the Author’s Address

The title of the manuscript should be written at the top of the first page with center text alignment. The author’s name (without academic degrees) and the affiliation address should also be centered under the title. There should be two line spaces between the title and the author’s name. The space between the author’s affiliation address and the abstract title should be one space. Keywords must be written below the overall abstract, arranged in alphabetical order and separated by semicolons (maximally three to five words). Additionally, the title of the article in Bahasa Indonesia should also be stated in English.


3. The Manuscript General Guidelines

The manuscript submitted to KATARSIS: Journal of Public Administration must adhere to the following general guidelines. It should represent authentic research that has not been published elsewhere and must be free from any plagiarism. The submission and publication processes are free of additional fees. Authors are required to use the provided MS Word template available on the journal's website and submit their manuscripts through the Online Submission System using the Open Journal System (OJS) on the JECIE E-journal portal.

The manuscript should comply with specific writing guidelines, including the proper structure with subtitles (e.g., title, author's information, abstract, introduction, research method, findings, discussion, conclusion, references). Subtitles in the discussion part should be numbered in Arabic order, written in bold and title case format. The manuscript can be in either Bahasa Indonesia or English, consisting of 8 to 15 pages, following the specified format, font, and spacing. Uncommon or foreign language words should be in italic format. Tables and pictures should be placed in the text group with proper numbering and captions, ensuring readability and adherence to formatting guidelines. The manuscript's visual elements should be centered between text groups. Tables should not contain vertical lines, with horizontal lines allowed only for crucial points. Overall, the manuscript should align with the prescribed template and formatting requirements.


4. The Guidelines for the Manuscript Body Text

The manuscript should feature a concise and clear title that avoids multiple interpretations and directly addresses the discussed issues, employing capitalization and symmetry. The title, limited to fifteen words, should prioritize main ideas, presented in a 12pt bold font at the center of the text. The abstract, restricted to 200 words, follows, incorporating three to five keywords.

The introduction delves into the general background, literature review, main research problems, and hypothesis, concluding with the article's purpose. The scientific format prohibits references in the article body, relegating them to the literature review. The research methods section elucidates the problem-solving approaches, including analytics. Discussion and results encompass the research findings, substantiated by ample data, aligning with the initial hypothesis. The conclusion section encapsulates final thoughts, addressing the hypothesis, research purposes, and discoveries, steering clear of redundant repetitions. Concluding advice offers suggestions for further exploration.

The references section mandates a list of primary sources, with at least 80% from scientific journals published in the last ten years, each article requiring a minimum of ten references.


5. The Guidelines for the Citations and References

All the server data or quotes in the article taken from other authors should attach the reference sources. The references should use a reference application management tool such as Mendeley. The writing format used in KTS (KATARSIS: Journal of Public Administration) follows the format applied by APA 6th Edition (American Psychological Association).

7. The Online Submission Manuscript Guidelines

Manuscript submission for KATARSIS: Journal of Public Administration can be accomplished through one of two systems, with the Online Submission System being the preferred option. To initiate the process, authors are required to register either as an author or reviewer, selecting their role during registration in the "Register" section.

Once registered, authors should log in as an author and proceed to click on "New Submission." The submission process comprises five stages: (1) Start, (2) Upload Submission, (3) Enter Metadata, (4) Upload Supplementary Files, and (5) Confirmation. In the "Start" stage, authors must choose the Journal Section (Full Article) and check all relevant checklists.

The "Upload Submission" section requires authors to upload the manuscript files in MS Word format. Moving to the "Enter Metadata" section, authors need to provide all author details and affiliations, along with the Journal Title, Abstract, and Indexing Keywords. Supplementary files, such as a statement letter, can be uploaded in the "Upload Supplementary Files" section. Finally, in the "Confirmation" section, authors should review the entered data and, if correct, click "Finish Submission." 8. Submission Preparation Checklist

Submitted articles are required to be free from plagiarism and any copyright infringements. They must not have been previously published and should not be under consideration by another journal unless explained in the Comments to the Editor. The submission file should be in OpenOffice, Microsoft Word, or RTF document format. Additionally, references should include URLs where available. The text should be single-spaced, use a 12-point font, and employ italics instead of underlining (except for URL addresses).

All illustrations, figures, and tables should be integrated into the text at the appropriate locations. Furthermore, the text must adhere to the stylistic and bibliographic guidelines specified in the Author Guidelines.
